3 Bienville Meals-on-Wheels Drivers Paid for Hours They Didn't Work, Miles They Didn't Drive

An investigation into time sheet and mileage reimbursement forms filed by drivers for the Bienville Parish Voluntary Council on the Aging’s Meals-on-Wheels program found that three drivers inflated the number of hours they worked and the number of miles they drove, the Legislative Auditor said in a report released today. Investigative auditors calculated that the Council may have paid the three drivers up to $10,208 in excessive wages and up to $38,310 in excess mileage reimbursements.

The discrepancies in actual vs. reported hours came to light when a substitute driver told the Council’s executive director that the driver for whom she was substituting told her to inflate her time sheet. The executive director then conducted a review of the program’s routes and the drivers’ time sheets and mileage forms. As a result, one driver resigned and two were fired for submitting incorrect time sheets and mileage reimbursement forms. The Council notified the Legislative Auditor’s office, and an audit was started.

The Council’s Meals-on-Wheels program is a parish-wide operation with six drivers employed to make deliveries. Under the Council’s policies, the drivers start their time and mileage when they arrive at the designated meal pick-up point and end their time and mileage when they deliver the last meal on their route.

Auditors found drivers for the Arcadia and Gibsland routes recorded time worked in excess of the time reasonably required to perform their delivery routes. In addition, these three drivers recorded mileage in excess of the distance reasonably required to perform their delivery routes. This may have allowed these drivers to receive excessive wages and mileage reimbursements.
