Independent CPA Says Former Lincoln Parish Employee Stole Gasoline

A former Highway Department worker in Lincoln Parish used a parish fuel card to steal gasoline between January and June of 2014, according to an independent CPA audit report released Monday by Legislative Auditor Daryl Purpera.

The audit was performed by William R. Hulsey, CPA, of Monroe.

Marcus Donnell Brown pleaded guilty in July to a charge of unauthorized use of an access card, according to the 3rd Judicial District Attorney’s office in Ruston. Brown, an employee of the parish’s Highway Department, was accused of stealing $1,086.62 in fuel and has made full restitution for the theft.

Once the theft was discovered, Brown was fired from his position with the department.

Hulsey noted that the Police Jury’s internal controls helped detect the theft in a timely manner. Management responded to the finding by saying that fuel cards are now issued to employees instead of being left in the department’s vehicles so they can only be used by the employee using the vehicle at the time.
