The Public Bid Law does not place any requirements on the letting of contracts for public works that do not exceed the contract limit, which is currently $250,000, other than requiring that any contract of over $5,000 be written and that contracts of over $25,000 require that a contractor provide bond. See R.S. 38:2241(A).

However, it is recommended as good public fiscal policy that public entities competitively negotiate public work contracts of $250,000 or less by using a RFP process or seeking three or more quotes.

Any public works contracts for which a public entity will seek federal reimbursement (i.e. FEMA), should also comply with any applicable Federal laws, regulations, and procurement standards including 2 CFR Part 200.
