Yes, replacing an entire fence would be considered a public works project. The current threshold that requires bidding for public work projects is $250,000. If the estimated amount to replace the fence (materials & labor) is under that threshold, the project does not need to be let out for bid, but the public entity is still required under Art. 7, Sec. 14 of the Louisiana Constitution to get a fair value for the public funds expended. Best practice in such a case would be to obtain different estimates/quotes for the project or using an RFP process.
Replacing a few boards/repairing isolated damage to the fence would most likely be considered “routine maintenance” but a fact-specific determination must be made.
