Art. VII, ยง14 of the Constitution does not permit severance pay for public employees. The Attorney General has opined that severance pay is tantamount to a donation of public funds that is expressly prohibited by the Art. VII, Sec.14 of the Constitution. See, AG Op. No. 00-0123. A public employee may only be paid for such leave or other benefits which he/she accrued or earned prior to termination. See also, AG Op. No. 11-0242.
