The Ethics rules regarding nepotism apply to agency heads. As it appears from the facts presented that the maintenance department is separate and apart from the finance department, the ethics rules on nepotism would not seem to be implicated. However, seeking an advisory opinion from the Ethics Board would is highly suggested for a formal determination.
