Answer


There does not appear to be any problem with the non-profit providing a meal to first responders, so long as a representative of the non-profit organization is present and the amount expended on the meal per invitee does not exceed the current food and drink exception limit of $60. R.S. 42:1115.1.

As public employees are generally restricted by R.S. 42:1111 and R.S. 42:1115 from receiving gifts and things of economic value beyond their salary and related benefits, it does not appear proper for the drawing for cash and prizes to occur, absent an advisory opinion by the Ethics Board to the contrary.
