Under R.S. 38:2212 the library must bid out contracts which exceed $250,000. Contracts below this threshold should as a best practice obtain at least three quotes. If due to the hurricane, they are unable to obtain more than 2 quotes they should properly document everything. Additionally, they should make sure to comply with any parish rules, ordinances, or home rule charter provisions regarding contracts for Public Works, as these would be in addition to the Public Bid Law.

Finally, if Federal reimbursement will be sought, the public entity should ensure that it complies with the Federal grant requirements under 2 CFR Part 200. The library should contact GOHSEP to ensure that all Federal requirements are met.
