Pursuant to the AG Op. No. 00-0484, it explicitly states that housing authorities are subject to the Public Bid Law because R.S. 38:2211(11) includes "any public housing authority" in the definition of public entity.

R.S. 40:406 states that any law, ordinance, or regulation governing or otherwise applicable to the procurement of goods and services, or to the acquisition, operation, or disposition of property by public agencies of this state shall not apply to a local housing authority unless the legislation imposing such requirements is expressly and specifically applicable to local housing authorities or the local housing authority expressly elects to be governed by such legislation or regulations.

In this case, the addition of "any public housing authority" to the definition of public entity (added in 1995) in R.S. 38:2211(11) makes the Public Bid Law "expressly and specifically applicable" to local housing authorities.
