Yes, there does not appear to be any prohibition against the Fire Department revoking its decision to surplus the vehicle because they have not put out any announcements for a bid yet. The Fire Department would likely need to revoke the declaration of surplus through a resolution. This was the mechanism by which they declared it surplus.
