It appears that a police juror is prohibited by the dual employment law, specifically R.S. 42:63(D), from being employed by the parish governing authority to which they have been elected to serve.

Until 2006, there was a provision in R.S. 33:1236.1 that authorized a police juror to serve as parish manager or assistance parish manager. R.S. 42:66(E) also made a specific exemption for this under the dual employment law.

Act 85 of 2006 Regular Session repealed these provisions.

I cannot find any statutory exceptions or Attorney General Opinions Post-Repeal which would otherwise authorize this employment arrangement in light of the prohibition in R.S. 42:63(D).

Act 85 amended the ethics code to allow an existing parish manager to complete the term of their employment, but the law has always provided that the employment of the parish manager cannot exceed the term of the current police jury. Therefore any extension of the old law that might have existed would have long sense elapsed.

There may also be violations of the Code of Governmental Ethics that could arise out of this type of employment arrangement.
