No. The fact that an entity, such as this non-profit, is defined as a “quasi-public” auditee for purposes of the Audit Law does not mean that all public laws are applicable to it. The Banking Law, at R.S. 39:1211, specifically defines “local depositing authorities” to mean:

· Parishes

· Municipalities

· Boards

· Commissions

· Sheriffs and tax collectors

· Judges and clerks of courts and

· Any other public bodies or officials of any parish, municipality or township.
