R.S. 38:2212.1(E) authorizes public entities to purchase items off of the Federal GSA lists without bidding, subject to the following conditions: •The public entity must utilize a Louisiana licensed dealer or distributor; •The item must not be available for a lower price under a State contract; and •The public entity must comply with Federal rules and any rules and regulations adopted by the Office of State Procurement (OSP).
