The construction of a fence around the parish’s property would constitute a public work.
If the total cost of the project, including labor, materials, and equipment, exceeds $250,000, the parish must bid out the project.
If the total cost of the project is less than $250,000, the parish should consider letting the contract through a RFP or through competitive negotiations as a best practice to ensure the best use of public funds.
Finally, if the total cost of the project is less than $250,000, the parish may use its own employees to complete the project, but if it does, the parish must follow the Public Bid Law concerning the purchase of any materials and supplies used to complete the project.
