Yes. R.S. 38:2319.21 provides:

“Nothing contained in this Part or in any other provision of law shall prohibit the donation or exchange of movable surplus property between or among political subdivisions whose functions include public safety.”
This statute is in accord with La. Const. Art. VII, Sec. 14(E) regarding the disposition of surplus movable property between political subdivisions of the State whose functions include public safety.
In this case, both fire districts are political subdivisions of the State whose functions include public safety. Therefore, the fire district may donation its surplus fire truck to the second fire district. See AG Op. Ns. 09-0233, AG Op. No. 09-0038, and AG Op. No. 05-0143.
