A contract for debris removal and routine cleaning of ditches should be classified as a contract for services and is not subject to the Public Bid Law. Construction, alterations and major repairs including but not limited to construction of ditches, installation of culverts and major repairs or alterations to existing drainage systems would likely constitute public works projects subject to the requirements of the Public Bid Law.
