The Village should re-advertise the sale of the surplus vehicles and set a minimum bid for the sale by ordinance as required in R.S. 33:4712. In establishing the minimum bid, the Village can obtain an appraisal that factors in the previous bid amounts received.
The Village may also sell the vehicles directly to another Louisiana public entity through a cooperative endeavor agreement for fair market value. The fair market value may be obtained through either money or services or a combination of the two.
