The Ethics Board is the proper entity to request clarification on application of Code of Governmental Ethics.
The Attorney General in AG Op. No. 16-0054 states that the Ethics Board has opined (Ethics Op. 91-029) that the Code of Ethics applies to Council on Aging Organizations. Therefore they appear to be subject to the ethics training, absent clarification to the contrary by the Board of Ethics.
