 If there are Civil Service rules applicable to this position or if the district itself has an established policy regarding advertising for the job opening, then those should be followed. Absent either of those, there is no State law requiring a public entity to advertise for positions sought to be filled. See, AG Op. No. 05-0180 and AG Op. No. 03-0083. However, it is a best practice to advertise for the job opening.
