No, in order for a Louisiana public entity to purchase off an existing materials and supplies contract without a bid, the contract must have been originally been bid under Louisiana law. AG Op. No. 15-0018.

According to the AG, the Office of State Procurement (OSP) has noted that it is willing to review out-of-state contracts and may adopt them as a State contract if they determine that doing so would be beneficial to the State and political subdivisions.
