All records of public bodies are public records unless there is a specific law providing an exception. LA Const Art . XII, Sec.3.

R.S. 42:20. All minutes are public records unless there is a stated exception. There is no stated exception for "draft minutes. " The stated exceptions are generally provided in the statute such as the exception for executive session and the exception for hospital districts in R.S. 46:1073. Specific exceptions also relate to an individual's right to privacy but even in some of these cases the courts often prefer open and public records . The exceptions are discussed in detail in the Public Records Law FAQ located on the LLA website.
