Yes, they are required to have public license plates unless an exception applies.

R.S. 49:121 requires that every vehicle owned by the state or any of its political subdivisions that is required to bear a Louisiana license plate must (1) bear a public license plate and (2) have the name of the public entity inscribed, painted, decaled, or stenciled on the vehicle’s front doors.

The Attorney General (AG) has further stated that this decal cannot be a removable/magnetic decal. AG Op. No. 07-0072. R.S. 49:121(E) contains an exception from these requirements for vehicles used for crime prevention (such as undercover police vehicles), state elected officials, the Louisiana School for the Deaf, the Louisiana School for the Visually Impaired, the Special School District, and certain entities administered by LDH and DCFS.
