Referred to Q. 8 in the Surplus Movable Property FAQ located on the LLA website and explained the under $5,000 sale as they indicated that the value was less than $5,000. They said that the parish wanted to maximize their money and to do so they would have to take the metal direct to the scrap yard to sell it and cut out the middle man. They want to do a direct sale with no bid at all. Suggested that they call the AG since in today's market, scrap metal does have a value-e.g. the copper in old AC coils and aluminum, etc.- and it is not a mere disposal.
