The budget document should now include information for the current fiscal, not just the information for the future budget FY as in the past. The budget must now include the current fiscal year in a side by side comparison, including estimated figures for revenue and expenditures and actual figures.

For the remainder of the current FY, the budget would include year to date actual expenditures and revenues and estimates for the remainder of the year.

As an example, not a required format, the budget would have columns for the 2010 FY and the 2011 FY and under each it would have headings for Revenue and Expenditures and under each heading it would contain estimated and actual figures in columns or a variation of this format so that all the information is included. This format provides the required side by side comparison that enables the entity to present a "real" budget reflecting the actual expenditures. The budget will also include a column for the percent change for each item, i.e. the difference between the estimated and the actual.
