La. Const. Art. 10, Sec. 9 prohibits classified employees from participating in political activities (other than voting and expressing their opinion privately). La. Const. Art. 10, Sec. 20 provides similar prohibitions for municipal fire and police civil service employees. These restrictions do not apply to unclassified employees; however, internal policies within individual government offices/agencies may provide restrictions on unclassified employees engaging in political activity.

In this case La. R.S. 18:62 (in the election code) provides a specific restriction on “registrar of voters, deputy registrar, or other employee of a registrar who is in the unclassified state service” from engaging in political activity (other than voting and expressing their opinion in private).
