Inmates spend money in the commissary to purchase certain items in the prison/jail. Out of these funds the Sheriff pays the vendor running the commissary. The Sheriff keeps the rest. These funds become public funds and should be budgeted and may be spent like any other public funds in the Sheriff’s possession.
