Answer


The Public Bid Law does not require that a public entity receive a minimum number of bids so long as the other requirements of the Public Bid Law, i.e. the advertisement and the opening and selection of bids is proper.

However, a public entity may choose to reject all bids for just cause, and is not required to automatically award a contract to a single responsive bidder.

When a public entity receives two or less bids, the entity may wish to consider extending the bid opening and re-advertising the proposal to obtain more competitive bids.

Local laws may provide for more strenuous requirements but may not contain any provisions that would violate general State law.
