A reasonably priced lunch may be provided at these meetings since it was necessary to hold the board meetings at noon. Reasonable would be sandwiches and salads, not lobster and steak. The same standard would apply at the meeting in December. Providing a more extravagant lunch at that time would appear to be a Christmas party and no public funds can be used for Christmas parties. Art. VII, ยง14 of the Louisiana Constitution also prohibits the purchase of gifts with public funds so there should be no Christmas gifts for board members.
