R.S. 33:4712.10 requires that all purchases of immovable property (Land) by a political subdivision for an amount greater than $3000 be first subject to an appraisal. Such appraisal may not take into consideration the intended improvements by the political subdivision.
The Attorney General in AG Op. No. 09-0293 opined that the political subdivision is prohibited by Article VII, ยง14 of the Louisiana Constitution from purchasing land for an amount exceeding this required appraisal.
