The entities may enter into an agreement under the Local Services Law, R.S. 33:1324 and R.S. 33:1325. The provisions explain the formality of resolution and/or ordinance setting out the terms and publication requirement. AG Op. No. 03-0140 also establishes that a parish and a municipality may enter into the agreement which does not have to be reduced to writing so long as the resolution or ordinance sets out the clear terms and there is publication.
The opinion: "A local services agreement can be perfected even if no formal, written contract is executed by the parties, as long as the terms of the agreement are set out in an ordinance or resolution of each of the governing bodies of the parties to the agreement.
