Yes. R.S. 38:2237.1 requires that prior to the procurement of any telecommunications or video surveillance equipment or services by agencies of the State (which includes political subdivisions for this purpose), the vendor shall provide documentation by affidavit that the equipment or services to be procured are not prohibited telecommunications or video surveillance equipment or services as defined in R.S. 39:1753.1(A).
Telephone handsets appear to be telecommunications equipment for the purpose of the requirements under R.S. 38:2237.1.
