Yes, whenever a committee meeting of a public board is to be held, the meeting must be held in accordance with the Open Meetings Law, including posting notice of the meeting and agenda.
The Open Meetings Law includes committees and sub-committees of public boards, commissions, governing authorities, and school boards within the definition of public bodies. R.S. 42:13(A)(3).
The committee and the Board itself will have different quorum requirements for their meetings, but each must comply with the Open Meetings Law.
