Yes. R.S. 44:11 lists confidential personnel records. Name and salary are not confidential. See AG Op. No. 06-0334.
Additionally, the fact that this is the current assessor’s opponent in the election making the public records request is not material. The only requirements to make a public records request is that the requestor be “the age of majority” (18 years of age) and not in felony incarceration. R.S. 44:31
