The Attorney General (AG) has consistently opined that a public entity may give plaques (or similar) of moderate or “minimal” cost to employees for special recognition. The AG opinions recognize the crucial role employee recognition plays in the enhancement of employee morale, job satisfaction, loyalty, motivation and productivity. See, AG Op. No. 09-0238, AG Op. No. 06-0321, AG Op. No. 95-0210 and AG Op. No. 92-0737.
However, reading these opinions, they appear to apply to recognition of individual employees for his/her meritorious service pursuant to a written awards & recognition policy. They do not appear to allow public entities to purchase blanket gifts for all employees. Such a purchase would appear to be a donation in violation of Art. 7, §14 of the Louisiana Constitution.
