Yes, the Attorney General (AG) has stated in AG Op. No. 09-0238 and AG Op. No. 92-0737 that a plaque of moderate cost as a recognition of service or outstanding achievement by a public employee is acceptable and not a violation of Art. VII, § 14. Although the AG opinions do not define what specific dollar amount is “moderate,” under $50 should be reasonable.
