Upon reviewing the Supreme Court Rules on Travel (see attached Part G Section 1) and a search of any relevant Attorney General Opinions, there does not appear to be anything which would prevent reimbursement of the international transaction fee charged to a judge's personal credit card which is associated with the judges lodging while on approved travel to Canada, assuming the fee charged is reasonable and properly documented through a receipt.
If there is still any concern regarding the reimbursement of this credit card fee, you may wish to contact the Judicial Budgetary Control Board or the Louisiana Supreme Court to seek their guidance on this matter.
