Yes. The Prevention of Sexual Harassment Law, including the required annual training under R.S. 42:343, is applicable to the public employees of both the State and Political Subdivisions. A Crime Prevention and Neighborhood Improvement District, as a special district, is a political subdivision of the State. Therefore, the employees of the District, and its Board members, are required to complete the annual sexual harassment training under R.S. 42:343. The board members and any employees with supervision authority must also complete at least an additional hour of supervision training annually.
