Answer


There are three procedures that the Parish may utilize in the procurement of a new surveillance system.

1. The Parish can choose to procure the new system and equipment through a Request for Proposal process as provided for under the Political Subdivisions Telecommunications and Data Processing Procurement Law, R.S. 38:2234, et seq.

2. The Parish should follow the Public Bid Law requirements for the purchase of Materials and Supplies.

As the estimated cost is greater than $30,000, the Parish would be required to use the sealed bidding procedures in R.S. 38:2212.1.

3. The Parish could look to purchase the equipment off of an existing State contract.

If the Parish purchases items off of an existing State contract, it may do so without bidding out the purchase.

The Parish should also comply with any procurement regulations that it may have established in its Parish Charter or through ordinances.
