Lawn maintenance is a service, not a public works. The Public Bid Law does not apply to services. Thus, the City is not required to let this contract out for bid, even though it is for such a high amount.

However, Art. 7, Sec. 14 requires public entities to receive commensurate value for the expenditure of public funds. Therefore, it is a best practice, and the LLA recommends, that the entity either follow an RFP or a bid process for services contracts, especially one such as this. The benefit of using an RFP process (rather than a bid process) is that the entity can consider other factors (such as experience) besides price. If the entity follows the bid process, it must select the lowest responsible/responsive bidder.
