La. R.S. 39:1702 allows private entities to purchase from state contracts if certain provisions are met, which provisions include certification by the commissioner of administration that the purchase will not adversely affect the state’s contract. The parochial school should contact the OSP (225.342.7000 or DOA-OSPhelpdesk@la.gov) to see whether the contract they would like to use allows for such purchase by a private entity and the proper steps to complete same.
Further, the parochial school may want to negotiate independently with the vendor for the purchase as it, not being a public entity, is not required to follow public bid law for the purchase of material and supplies.
