Generally, board members cannot have immediate family working for or contracting with their agency. See R.S. 42:1113 and R.S. 42:1119

In the case of the Water District Board, there is an exception that may apply because the spouse has been employed by the Water District for more than one year. However, only the Ethics Board can make that determination.

As to the Drainage District Board, because the spouse is contracting directly with the Drainage Board and is not an employee, different prohibitions apply which do not appear to contain the same exceptions.

These questions should be directed to the Ethics Board prior to the Parish making any appointments.
