Answer

If the auditee's employees properly logged in using the sspecial log in and password from Ethics, the completed training should satisfy their 2014 outstanding required training. These individuals are still required to complete an additional hour of training required for the 2015 calendar year. If the auditee or any of its employees have any questions concerning their successful completion of the 2014 training, they, or through their ethics liaison, should contact the Board of Ethics directly to confirm.

The current employees through the Work Release Program will likely have to complete the mandatory one hour of ethics training, as they appear to meet the broad definition of “Public Employee” under R.S. 42:1102 and do not appear to otherwise meet any exception to the ethics training requirement. The auditee may wish to seek an ethics advisory opinion from the Board of Ethics, if it has any reason to believe that these work release employees should otherwise be excluded. Absent an opinion from the Board of Ethics to the contrary, the work release employees should complete the one hour of annual ethics training.
